Noelle Fleming serves as Associate Counsel for the Legal Department at Blue Cross Blue Shield of Alabama.  She graduated from the University of Virginia with a bachelor’s degree in Sociology in 1994. Upon graduation, she relocated to the Birmingham area to pursue a law degree at Cumberland School of Law at Samford University. After receiving her Juris Doctorate degree from Cumberland, she served as the Teen Court and Programs Director at Alabama Center for Law & Civic Education.  As the Director of Alabama’s first peer-sentencing court, Noelle was instrumental in helping first-time juvenile offenders learn from their mistakes and develop a positive attitude toward the community.  In 2002, she joined Blue Cross Blue Shield of Alabama’s Corporate Compliance department.  As the Company’s HIPAA Privacy Officer & Senior Compliance Consultant, she was responsible for ensuring the Company’s compliance with all federal, state and local laws as well as address all HIPAA Privacy issues and concerns. In May 2009, she joined the Legal Department team as Associate Counsel.

Noelle has been actively invovled in various community organizations throughout Birmingham including the Birmingham Urban League, Impact Alabama, and the Norma Livingston Ovarian Cancer Foundation.  She is also an active member of the Junior League of Birmingham.
